Inclusionary zoning may be new to Toronto, but it’s been applied successfully in many other major North American cities. With supply of affordable housing down, this plan is expected to encourage market housing development and create more complete and equitable communities. Beyond just a program, inclusionary zoning is a redefining of affordable rental housing.
